The Canadian government has recently announced the introduction of two new immigration pilots aimed at home care workers. These Home Care Worker Immigration Pilots will offer a streamlined path to permanent residency for home support and home child care workers, helping to meet the growing demand for care services in Canada. The pilots will open on March 31, 2025, providing an exciting opportunity for qualified individuals who play a vital role in nurturing children, supporting seniors, and assisting persons with disabilities in Canada.

The Home Care Worker Immigration Pilots include two distinct streams: one for workers already in Canada and another for those seeking to work in Canada. Initially, applications will only be accepted for the "Workers in Canada" stream, with the "Applicants not working in Canada" stream to open later. Below, we will explore the key details of these new pilots, including eligibility criteria, reduced language and education requirements, and what this means for applicants and their employers.

Key Features of the Home Care Worker Immigration Pilots

  1. Permanent Residence in One Step: Unlike previous immigration programs, the Home Care Worker Immigration Pilots offer a one-step process to permanent residency for home care workers and their families. Applicants no longer need Canadian work experience in the occupation, making it easier for those already working outside of Canada to apply directly for permanent residency.

  2. Reduced Language and Education Requirements: The pilots simplify the eligibility criteria by lowering the language and education requirements. Applicants must now only meet the following criteria:

    1. A minimum Canadian Language Benchmark (CLB) level of 4 in either English or French

    2. A high school diploma

  3. No In-Canada Work Experience Required: Applicants no longer need to have Canadian work experience in their field. However, they must have recent and relevant work experience or a caregiver training credential of at least six months in duration. This change makes the program more accessible to a wider range of potential applicants.

  4. Flexible Work Options and Job Offers: One of the unique aspects of this pilot is that home care workers can work in a variety of settings across Canada, outside of Quebec. Eligible employers include private households, home health care service providers, direct care agencies, and pediatric home health care service providers. Applicants must have a full-time job offer from one of these employers. Notably, recruitment or placement agencies are not included in the list of eligible employers.

Eligibility Requirements for the Home Care Worker Pilots

To be eligible for the Home Care Worker Immigration Pilots, applicants must meet the following requirements:

  • A minimum of CLB level 4 in English or French

  • The equivalent of a Canadian high school diploma or higher

  • At least six months of relevant work experience in the caregiving field or a related training credential

  • A full-time job offer for home care work in Canada, outside Quebec

  • No Labour Market Impact Assessment (LMIA) is required

These changes are designed to make it easier for qualified workers to enter Canada and support the home care sector, which is in high demand due to Canada’s aging population and the increasing need for child care.

What Does This Mean for Employers?

The Home Care Worker Immigration Pilots will help employers in the caregiving sector meet the staffing needs of their organizations by providing a clear path to permanent residency for their workers. At Carvajal Law we can assist both employers and workers by navigating the application process, ensuring that the necessary documentation is in place and that applicants meet the eligibility requirements.

Employers in the caregiving industry will now have a larger pool of potential employees, and the simplified process will help streamline the hiring of foreign workers in home support and child care roles.

Next Steps for Applicants

If you are a home care worker looking to apply for permanent residency through this program, it’s important to gather the necessary documentation, including proof of your work experience and job offer. The Home Care Worker Immigration Pilots represent a significant step forward in addressing Canada’s caregiving needs while offering a clear pathway to permanent residency for home support and child care workers.
